This is the German singer Nina Hagen and the song is from her debut album "Nina Hagen Band" from 1978.
She was in her own way part of the punk wave which took over the youth in the late 70ties. She was born in the DDR, but was allowed to leave the state and emigrate to West Germany in 1976, because she threatened to become the second Wolf Biermann in the DDR, if she wasn't allowed to visit her father in the west.
